

TOILET RENOVATION CONTRACT

- In 2007 Mr. R. Ong, who joined the committee recently, commented that the condition of the toilets at level 1, 2 and canteen were very poor. Mr R Ong proposed to upgrade the said 3 Location first.
- The Mc discuss it for 1-2 months
- Mr Lee suggested to call for a EOGM first before proceeding with the upgrading.
- The
Canteen Toilets were upgraded without calling for quotations
- Mr. R Ong's contractor LBC Design & Renovation renovated the Public Canteen Male & Female Toilets.
- The Toilet Upgrading proceed even when 2 SP wrote in protest
- Approval for Toilet Upgrading was not minuted in the General meeting.
- There were no comparable quotations for the toilets except Quotations to upgrade ALL the Toilets.
- The Upgrading of 1 & 2 level Toilets were awarded to LBC ( it was discovered that their company was not registered )
- There was
no contract signed between the MC & the contractor before work start.
- The work commenced on 1st Oct 2007 and the contract was signed on 26th Oct 2007 back dating it to 14th September 2007

- Mr Lim HL added that for the entire project, the contractor had to sign the contract document prepared by MA. The contract will spell the scope of work, specification, terms and conditions and payments terms in details...
- LBC was called to the meeting (26th
Oct 2007) to sign the contract with the Council.
- Notes: ( the members who initial the backdated contract were Mr R Ong, Mr Yep, Mr Chua H & Mr Poh ) None of the Office Bearers wants to sign the contract
- The Total amount spend was $100,265.00
- The then chairman knew it was not fair to upgrade the 1 & 2 level toilets.
- He also knew that Mr R Ong had not declared his interest in the project as the contractor who undertake the job was his subcontractor and friend.

LBC Inferior Design & Renovation,
Reg No: 52903180M was not a registered company when they signed a back dated CONTRACT,
on toilets upgrading, with the Management Corporation Strata Title Aljunied Industrial Complex on 26th October 2007 at A General Meeting. The contract signed was backdated to 14th September 2007. The company commenced work on 30th September 2007 The company registration expired on 1st October 2007. The company received their final
payment for the contract on 29th January 2008. The
Registrar of Companies cancelled the company registration on 3rd February 2008 This company is no longer a registered company,
all defect liabilities and warranties cannot be enforced anymore. The upgrading of toilets was not
done in good faith and may implicate council members who were involved
directly or indirectly with LBC Interior Design Renovation.

There was No comparable Quotations from any other Company
The Quotations were on per toilet or piece basis with no details & specificiation

The renovation Contractor was chosen by the Toilet Renovation Sub-committee
