AiC is a light industrial
development developed around 1982 The land is on 999 lease
(free simple)
and there are two blocks of factory building comprising of 131 units. The unit size ranged from 1313
sq ft to 2600 sq ft. Initial sale price from the
developer was about $230 per sq ft for factory and
$600 for a warehouse unit. At the property boom, the factory units
change hand at $600 per sq
ft and warehouse at almost $900 per sq ft. In the year 2008 /2009 the
prices drops to around
$200 for factory and $230 for warehouse. In the year 2011, as demands
pick up for properties,
the last transacted price for factory unit was about
$380 per sq ft and a second floor warehouse
about $400++ per sq ft. The latest unit sold on the fifth floor was sold at $520 per sq ft.

The complex has 12 unofficial containers parking lots & 129 parking lots. There is no heavy vehicle
parking license available. Container charges are $10 for 20 footer containers & $20 for 40 footer
containers (for the 1st day) and rates increases for the next following days.

The system was introduce more than 10 years ago by the recommendation of the then MA ( CI ). At that time it was discovered that an enterprising tenant / owner had abused the usage of container park and had taken the advantage of cheap parking rates. He used the containers as storage space. The charges for containers parking for many days were cheaper than to rent factory spaces. The then MA recommended a new tariff system and implemented it. For the first day, the charge was $10 and the next day double ($20) and on the third day it was double of the second day ($40) --- ie --- 3rd would be $80 etc
With the help of the then MA (by its General manager) who introduce the in-genius system, the MC have collected additional income.This helped to defer maintenance cost.
The system have help the MCST in its management of the car park and also help the complex solved the container traffic congestions problem.
In appreciation of the MA, (General Manager), who introduced the ingenious system, the then MC continues to allow the General Manager to manage the complex even after he switch Agency.
The then new MA (with that GM) continues to manage the MC and was given more free say in the management of the complex until today after almost 20 years.
The monthly fees was about $10,000 + per month = $120,000 ++ per annum
= $2.5 ++ millions income

A tenant who abused the usage of container parking space was caught in the change of system.
He refused to pay all the new charges and purposely blocked the exit entrance by parking his car at the exit and refused to move it. Few Owners / Tenants user cannot leave the complex and a angry Unit Owner called the press and it was publish in the Chinese paper as having " the most expensive container parking area"
That then MA took action on site to resolve the situation by calling the police. The culprit involved was served with legal action after he refused to pay the charges. A car park sub-committee' member interceded and helped that culprit pay for container parking charges and legal cost and the case was settled amicably.
The quick action of the then MA save the day. The then MA was re-appointed because of that actions and incident reference.
The system continues to be operative until today.
The then MA further advice the MC to reroute and redrawn the arrangement of the car park’s entrance and exit and also introduce a card entry pass system after that incident.
The card system works well until the PE at that time, was caught by the MC Vice-chairman & the then MA Manager for leasing out 3 car park cards to manager's contractor friend in the complex and 2 Car park cards to the canteen stall holders.
The then MA helped the committee to further enhanced the system by introducing a car park Entry disc system after the incident.
The new system was to have a car park entry disc affixed inside the windscreen of the vehicle that is entitle to be use
The Entry car park discs are NON-TRANSFERABLE and is the property of the MCST

Our security guard caught an unauthorised
vehicle using our carpark disc. It
was found that the disc belonged to one of the owners, OTO Bxxxxxx.
The driver of unauthorised vehicle took disc from the OTO's registered vehicle
and used it to exit without paying the car park charges.
Mr Yep G-- K--- suggested that the council should impose A fine to the
driver as a punishment MC evaluated the situation and decided to impose fine
of $50 to the owner of the disc when our security guard caught driver abuse
using it The security guard who caught the culprit would be rewarded with

On 20th DEC 2010, ex-Chairman resigned from his post and resigned as a
council member.
Another ex-council member also resigned on or about 21st Dec 2010. That
MC
Member’s Privilege Car park entry pass was returned to the ex-MA and was
forwarded to
the Security Supervisor. However, the resigned chairman still
retains his car disc. He may be testing the Security alertness .
On 14th Jan 2011 – (25 days after his resignation) the resigned chairman’s
vehicle cannot gain free access into the complex using the MC member’s Car
park Entry Pass.
He complained that he was not informed when the Security Supervisor decoded
the Car Park Entry Pass.
He demanded that the person who give the instruction MUST apologise and
MUST resign from the Committee

into the AIC compound. Unfortunately, after several attempts the barrier
bar still refused to open and Yati noticing this, opened the barrier for us to
drive
in.]
EXCUSE 2
[ The issue
here is not the disc as I would absolutely have No Problem returning the
disc to the Management. I will never never have insisted on keeping the disc as I am
not an unreasonable man. ]

- All privileges accorded to a MEMBER ceases immediately when that person vacate office unless Written permission has been given or was written in a contract. In this case, the MCST or its representative / staff / servant or agent has the right to withdraw any privileges accorded to that Member when he leaves office.
- That person has no right to question the decision or direction taken to withdraw any privilege accorded to him after he leaves office.
- The Supervisor in charge has duly discharge his duties in good faith upon given instruction whether verbally or written. Any committee member or Office bearer, has the right to give a verbal instruction to the Security supervisor to take any necessary action.
- The complainant / ex member should immediately cease enjoying any or all privileges given to him during the term of Office and cannot claim ignorance.

But can afford to drive expensive car


the ex-chairman was testing the alertness of the Security Guards & the Security System.
That's one Way to find fault.


The MC should give him FACE, since he has served as chairman for more than 10 years, GIVE Him FREE Parking for LIFE. Give him a Post like MENTOR Chairman
