Mr. J Poh rose to the meeting that he was surprised that suddenly three container parking lots lines appeared behind Blk 62X. He said that previously there were car park lines drawn there to allow for car parking. Now that the containers parking lines were drawn in red, no one dared to park their cars there.

Mr. Richard Ong explained to the meeting and  sketch on the white board that there were 5 containers parking lots behind Blk 62X , 4 containers parking lots in front of Blk 62X , 3 containers parking lots in the middle section of the car park, and 3 containers parking lots behind Blk 62X.

Mr. J Poh, however felt that these containers parking lines should be drawn next to the building to free up parking spaces for car to park along the fence.

Mr. Richard Ong disagreed, as he told the meeting that if containers parking lines were drawn next to the building , and if containers were to park there, car would be impossible to turn the corner due to very tight space,

Mr J agreed to this point.

The meeting directed for the subcommittee to look into this matter with the possibility of painting normal car park lines in white and dotted containers parking lots in yellow to all containers parking lots in the complex

Managing Agent would arrange for the subcommittee to meet at the said lots for the repainting of car park lines.

Container Parking and Car Park Lines Marking

Mr. J Poh proposed to the meeting to draw dotted white lines, over the existing red lines marking for containers parking behind Blk 62X . He viewed that some motorists dared not park over the red lines marked as containers parking.

Mr. J Poh added that the Security Supervisor would always reserve lots for container when any bookings were made. So far he said there had not been any problem

Mr. Richard Ong said that if the container lines marking were removed then there would not be any container lots behind Blk 62X . He viewed that motorists do not park their vehicles behind Blk 62X , was because there would be a long walk for them to Blk 62X  lift lobby unlike those car park behind Blk 62 , where the lift lobby was located. And this is not because driver dare not park in this container lots.


Mr. Richard Ong added that he could remember at either the Building Sub Committee or Council Meeting, there was some discussion to draw the container lines marking in place of the car park lines already drawn by the road resurfacing contractor which do not comply with the original photographs taken. Mr J Poh raised whether Building Sub Committee aware this arrangement. Mr. D Quek and Mr Yeo replied that they cannot remember any discussions as with regard to this subject.

30th March, 2010,

Clause 3.2, (7)-

"The painting of the car park lines and marking behind Blk 62X  do not comply with previously.

Managing agent to confirm with photographs taken and request Yu Ging to rectify."

 

Note: There were no container lots along /next to the fences all the

          while.  The lots were beside the building of Blk 62

 


The Chairman said that at the moment, there was no shortage of car parking lots, so in fact, there was no need to draw any dotted cur park lines, The three additional car park lot-, created were as a result of the repaired to the sunken car park lots. It was not an original intention.

Mr Yep Kee Kuam suggested that instead of drawing dotted white lines, perhaps signs be put up to inform cars owners that they can park at these locations. The Chairman agreed to Mr. Yep Kee Kuam suggestion to save costs.

Proper big signs put up will solve the problem and there is really no need to incur extra cost in drawing dotted car park line. Beside, drawing dotted car park line over the red container parking line will look messy and unsightly and may even be criticized by some SP as a waste of effort and money.

Ms J Tan added that even if white car park dotted lines were drawn over the container lines marking, containers can still park there. Mr. J Poh, agreed, and he reiterated that the Security Supervisor always reserved those containers lots when bookings were made.

Mr. J Poh suggested for the Council to take a vote for a decision on any of the followings

1.  Status quo - that is leave the container lines marking as they were.

2.  Draw dotted white lines over ALL containers lines marking for the whole 

     Complex,  provided the costs do not exceed $2,000.00.

3.  Put up sufficient signs to allow for car parking over the containers lines

      markings

      Upon a close votes, the results were as follows:

3.0     

The Chairman informed that he had directed the Managing Agent not to proceed with the drawing of car park lines. In his opinion, it was a wrong decision and needed further thoughts. The painting of car park lines over the red container lines at the car park between Blk 62X /62Y would look unsightly.

The Chairman viewed that sufficient signs put up to inform motorists to park there should suffice. It will also be dangerous to encourage drivers to park below the building, in case something drops from above.

Mr. J Poh suggested proceeding with painting of car park lines behind Blk 62X  /62Y   and leaving the centre of the car park alone. He said that some paint could be bought and the Technicians could paint the car park lines to save costs.

Mr. Richard Ong said that in his twenty plus years at AIC, there were no car park lines behind Blk 62  ; now then want to draw because Mr. J Poh complaint some MC members want to proceed with drawing the lines. No conclusion yet, as we need to discuss further.

The Chairman said that all decisions made by the Council were made collectively in a formal Council Meeting.There was no such thing as any single Council Member decides on matters of the MC. Even he as the Chairman cannot do such thing.

3.4             Container Parking and Car Park Lines Marking

 

Mr. T Leow informed the meeting that there were container line marking for Pacific Building and no car parking. Mr. Yep Gee Kuam said that cars still parked at that location although there was a no parking sign there

 

Mr. Th Leow told the meeting that Chairman, Mr. Ng Teck Lea asked to raise that the MC could put up signs to allow cars to park at these container line marking locations. It was alright to draw car park lines behind Blk 62 X/62 Y, but not at the car park between Blk 62X /62Y .

 

Mr. Richard Ong said that at the Council Meeting on 30`h March 2010, the Council decided to draw only container lines and directed the road resurfacing contractor to do so. He could not understand why the Council kept changing their minds. Mr. Richard Ong added that Lippo Building, container lots were blocked off completely. AIC being an industrial building, so provision must be made for container parking at all times.

 

In order not to prolong discussion in this issue, Mr. Th   Leow calls for a vote to be taken on the following basis:

 

(1) Paint car park lines dotted lines over container marking lines behind Blk 62X /62Y .

(2) Paint over all container lines marking for the whole complex car park and include the middle section.

(3) Status quo

 

Upon a secret vote, the result were as follows:

(1) Six (6) votes

(2) One (1) vote

(3) Three (3) votes

 

Managing Agent to proceed to buy paint and all incidentals to paint dotted car park lines for Blk 62X /62Y   car park.

Secondly, many of the Members are angry and question why the Chairman still wants  to talk about this issue when it has been already voted twice. He is definitely bending towards Mr Richard Ong and fighting with him. Nothing  is going to move  if the  Chairman does not approve then what is use of voting if the Chairman alone can decide whether to implement the decision which has been voted and approved. All these remarks or comments are rubbish .... sorry for using this word.

Subsequently, in the 3rd New Council Meeting held on 7th September, 2010, after 5 months have passed, under

Clause 3.6,

Mr. J Poh proposed to the meeting to draw dotted white car park lines over the existing red lines marking for containers parking. Reason is his "new driver" is not aware that cars can be parked at the container lots when there is no container using the parking lots.

Just because Mr Poh's new driver is not aware of this, the MC has to change the decision adopted previously and spend addition monies and efforts to draw new dotted car park lines over the red container parking lines.

This, I think is not appropriate and is not the right thing to do.

To solve this, it is actually very simple as suggested by Mr.Yep Kee Kuarn in the same Meeting, simply put up proper big signs indicating that cars are allowed to park when the container parking lots are not in use. That's all......


However, Mr. Loh Peng Nam, argued that people do not normally read signs, but this is certainly not true. On Singapore roads, almost every corners of the roads we have so many different "highway code signs" for drivers to read and obey---you mean to say Singapore drivers do not read these signs.--- not true, right ? I really cannot accept this kind of argument as there is no basis and too simplistic. That's why I think the decision the MC has adopted on this matter is not appropriate.

To ensure that the display sign will certainly help in resolving the drivers ignorance maybe we can try it out for 3 to 6 months to see the results, and if it fails and there are justified complaints then we can proceed with the drawing of the lines. This, in my opinion is the rationale decision and should be the right way to resolve this matter.


Gentlemen, I appeal to all of you to exercise your own good judgement and not be emotional or influence by others. Establish or find out the facts and not rely on hearsays.

A simple solution would therefore be to put up a big sign indicating parking is allowed and let's monitor the situation for 3 to 6 months to see the results---this is sufficient, no need to start to draw lines immediately.

Secondly, the real related issue regarding container parking versus car parking behind Block 62  is when Mr. Richard Ong's staff uses the car park space to cut the carpets, etc.

This, I have made it very very clear to Mr. Ong that the car park is meant for parking and not for his staff to use for working. Of course, we are in an industrial estate and using extra space outside the office for ground floor owners or corridors for upper floor owners are common when the outside space is free and available. We have witnessed many SPs doing this as long as it does not cause any obstruction.

Mr. Ong understands this perfectly and 100% agree that priority must be given to car park or road users, and his staff while working on the road must not block or obstruct any vehicles passing by or want to park at the parking lots be it the car park lots or container lots, if available. Mr. Ong has given me the assurance that this is indeed the case, and he will comply with this understanding absolutely without any doubts.

The reasons why drivers do not want to park behind block 62X  is because of inconvenience compared to parking in front of block 62X  or 62Y  as explained clearly in the previous MC Meeting. It is not because drivers are not aware that container lots can also be used for parking if it is not in use.

Thirdly, I personally have made a survey in some of the industrial buildings in our vicinity. I observed that in Pacific Building, they even have the word, "No Parking" painted on the ground within the container parking lots. Also, in Tong Lee & Lippo buildings, they have special container loading bays used by containers only, and car parking is absolutely prohibited plus some additional open parking space for containers like AIC.

Lastly, I have also checked with the MA, Mr. Lim Hong Leong, and he confirmed to me that in all the industrial estates that DTZ manages none has this kind of markings of car park lines over the container lots. In fact, he is not aware of any buildings in Singapore where this has been implemented. So, why does AIC's MC insists on doing this ???

Gentlemen, it is for the above obvious very clear reasoning that I feel strongly that the decision taken so far on this matter is not right or appropriate. That's why I still want to register my objection to carry out this action. However, if the majority of all 14 MC Members still agree to go ahead with this decision, I will respect the outcome and will proceed accordingly, but I absolutely play no part in this and will not accept any responsibility for this.

But, before all 14 Members make a final decision on this matter in the next Meeting, I truly urge all of you to seriously consider all the arguments from all angles and then make an honest decision, not to be emotional or face saving or whatever.....

The Chairman then proceeded to the white board and explained to the meeting his views that the completed car park lines drawn were not fair at all to the SPs in block 62X. The car park lines drawn at behind Blk 62  were untidy and unsightly and do not commensurate with those car park lines drawn at Blk 62X

The Chairman also indicated the locations of hoists at the second level of Blk 62 , and said that if lorries were to park at these locations to unload, then traffic cannot pass.

2.8

The Chairman continued adding that in the meeting with the Managing Agent, Mr. Richard Ong, Mr. J Poh and himself, it was agreed to draw the car par lines as discussed but not in the manner that was later finalized by Mr. J Poh with the Managing Agent. Mr. J Poh had said that he represented six other Council Members then and will take the responsibility and explain to the MC.

The Chairman added that the parallel car park lines drawn at Blk 62X  instead of 45 degree angle were to accommodate those illegal parking at the corner and just before the turn. This in his opinion is not appropriate and fair. The MC can close an eye for these illegal parkings but should not condone these and make an exception to Blk 62X  for something that is illegal.

Mr. J Poh stood to clarify and explain that the car park lines at Blk 62X  cannot be drawn at 45 degrees, because if any emergency vehicles, like fire engines cannot access. Therefore, he instructed the Managing Agent to draw the parallel car park lines.

 

2.11

Mr. J Poh added that as far as he knows vehicles seldom parked at the car park behind Blk 62X , although the car park lines were drawn. The security supervisor had over the years always reserved any container lots if containers coming were booked with the Management Office.

 

2.12

Mr. J Poh suggested that if there were not enough containers parking lots at Blk 62X , at least three more can be drawn at the locations in front of the building as indicated by him

 

2.13

Mr. Richard Ong stood to explain that he did not agree with Mr. J Poh explanation. He clarified that as discussed in the meeting at the Chairman office, he had compromised his position, but the car park lines later drawn did not commensurate with the discussions agreed

 

2.14

The Chairman pointed out strongly that in any negotiation, there must be a win win situation for both parties. This can only come about with both parties willing to compromise at the middle position. It should not be a situation where one party wins all leaving the other party feeling hurt.

2.15

The meeting then unanimously agreed with the Chairman proposal to draw two additional new container lots in front of Blk 62X . The car park lines at 45 degrees behind blk 62X  would also be replaced with parallel car park lines within the container lots. There was no further objections raised and this long drawn case is now finally closed.

2.16

The meeting directed that a sign be posted to inform all motorists that they park here at their own risks and the Management would not be responsible for any accidents or damages to their vehicles

2.17

The meeting approved the overtimes for the two Technicians who worked on Saturday and Sunday to complete the car park lines drawn. The costs were estimated at $300.00 by the Managing Agent.
