RE: 7th Council Meeting of the Management Corporation Strata Title Plan No. 82  under Agenda No. 5.0----Appointment of the Managing Agent.

  I, as the Chairman of the current Management Council, would like to state openly that I do not   

  support the Replacement of the current Managing Agent, DTZ. My decision is made after carefully

  taking into considerations all the pros and cons as deliberated below

Pros --- Against the Replacement.

       1.    DTZ is a reputable global real estate services Group that provides a full range of services. The 

             Team comprises 10,000 Professionals operating through their global network across 43 countries 

             with presence in 140 cities dedicated to servicing their clients' real estate needs;

2.    DTZ presently has serviced AIC for more than 15 years delivering their services with a deep

       understanding of AIC needs and a commitment to AIC long term success;

      3.    DTZ is frank in their advices taking a stand in their clients' interests, and relentless in their

             delivery as we move from advice to action;

4.    Hence, to maintain stability and continuity within AIC and to keep the Security Staff morale high,

       DTZ should not be replaced;

5.    The supporting staff, the Two Technicians and the Accounting staff, are knowledgeable and 

       familiar with their respective functions and truly know the AIC requirements especially the

       "Technical Maintenance";

6.    In case of needs, DTZ can call upon the professional support from its current large pool of experts

       working within the Group;

7.    Over the years, DTZ has not charged AIC any extra professional fees involving some major

       projects;

8.    DTZ current Fees are reasonable and in line with market despite AIC enjoying the services of a

       General Manager level;

9.    With the removal of DTZ, it may create uncertainty and low morale among the Security Staff 

       which may lead to some resignations including the Supervisor as the security guards have close

       working relationship with the Technicians over so many years;

      10. The working environment in AIC will possibly become ugly and messy with an entirely New Group

             of people taking over the responsibility.

 

Cons --- For the Replacement

        1. Clash of personality between Mr. Lim Hong Leon-, and some MC Members for very personal 

            reasons and the way the working relationship is managed between the MC and the MA. However,

            this can be resolved by removing Mr. Lim while retaining DTZ. Here, we are dealing with an

            Institution, and not a particular person. If we have problems with Mr Lim, we can always request

            for a replacement;

        2.    Lack of control over the Two Technicians and the Property Executive. This can easily be improved

              by implementing stricter rules or procedures to be mutually discussed and agreed upon;

3.    The Two Technicians are too familiar with each other and tend to cover up for each other. This also

       can be easily resolved by removing One Technician and maybe replacing him with a more junior

       person. This can be discussed with DTZ to improve the operational efficiency.

      I trust all the Members should carefully consider all the Pros and Cons concerning the Replacement

      of DTZ.


     We should not be personal in this decision and should decide in the best interests AIC.
